Climb up the stairs into the first room.
If you have a firearm, shoot the enemies below.
If not, attract their attention, retreat to the stairs and beat them up.
Take the melee weapon.
Carefully, fire up the door to the room on the left and attract the attention of the opponents.
Retreat behind the corner and beat them all up.
As of now, you do not want to make noise so, do not use your firearms.
Take the firearm and stand to the left of the room.
Wait for the beefcake to stand at the door and shoot at him.
This way, you will attract the attention of several more enemies.
Shoot them, but do that at an angle.
After you have cleared the room, take a new weapon.
Go to the room with explosives and stand above the table.
Aim at the door and wait for the dog to come.

You find the last two enemies in the rooms in the upper-left and upper-right corners of the map.
Both of them have firearms so, shoot them right after you enter the room.

With a shot at an angle, kill one of the guards in the blue room.
Wait for the rest to arrive and kill them also.

In the room below, on the left, there are two more shooters.
Get a new firearm, retreat and kill them from a safe distance.
The last two groups of enemies are above, on the left and below on the right.
The former could have survived your attack earlier.
If this happened, go there.
Also, you could destroy the table with explosives, above.
The explosion should kill all of the remaining opponents.
Kill the last opponent with a shot to the back.
Before you go up, take a new firearm.
While above, use similar tactics, as on the lower floor.
You should have enough ammo for all of that.
If necessary, take another weapon, or retreat behind the corner and finish your job with fists.
Go down, there are three opponents waiting for you opponents.
Shoot the first one.
The noise will lure out the rest.
You find the last enemies on the top of the map.
The first one is in the room above, on the left.
He has a firearm so, shoot him right after you enter the room.
As for the other pair of the shooters, you find them above, to the right.
