If you want to improve the room you have to get closer to it.
Then a few options will pop up for you.
You must tap on the icon marked on the screen above.
When you pick the appropriate option, you will get information about what the expansion will improve, e.g.
speed of creation of objects, amount of space in the room.

Storage Room- increases the number of available slots.
Library- accelerates the development of Training Codex.
Training Room- Every improvement to this room provides faster training time for the heroes.
Apothecary- accelerates the process of medicinal potions formation.
