Visit their headquarters during your first visit in Neketaka.
Thanks to that you will be able to deal with quests related to this faction early in the game.
You should also go back here later and, e.g.
meet withKaru(initially, that person’s office is closed).
The side exits lead to the stairs near the cliff (the game will load the mapM13).
