The ways to murdering both Viktor and Dalia simultaneously are described below.

Dalia and Viktor are by default very well guarded.
Whenever their life is threatened, they are taken care of by the bodyguards working for them.
It might happen for example if an explosion occurs in the palace or when the fire alarm is started.
Your first task is to learn what the emergency protocol is.
to make it do it, you must find a document describing it.
Reach the monitoring room on floor 0 of the palace(M3,17).
In the place shown on the picture you will find theEvacuation Plan(M3,22).
Your next objective is to alarm the palace security and trigger the evacuation protocol.
First you must neutralize the personalbodyguard of Novikovwho is traveling with him through floor 1 of the palace.
Once you reach the destination, findEmetic Rat Poisonand take it.
Novikov from time to time appears in the catering room where he is whining about his employees.
If you are perceptive, you will notice his guard using this opportunity to eat something.
Important- The phone won’t appear near the stunned bodyguard if you haven’t studied the evacuation plan.

Skip this step only if you plan to murder Novikov and Dalia in different way than by using explosives.

It is best to use the bodyguard disguise that won’t make other security members suspicious.

at the part on which it is hanging or use the handle on one of the walls.
If you prefer using explosive, plant it in the middle of the room.
Wait for Dalia and Novikov to arrive, leave the safe room and detonate the charge.
Important- you’re free to also use Agency explosives which can be taken when the mission starts.
you could prepare for this method even before you kick off the mission.
TheJaeger 7 sniper riflewill be VERY helpful in completing this mission variation.
Before that, you must reach higher mastery levels.
Before starting the mission, fire up the preparations tab.
The best delivery point for the rifle is the small shed in the gardens.
Once you opt for delivery point, pick the Jaeger 7 sniper rifle from the list.
Try stunning one of the security guards and taking theCICADA Bodyguard Disguisefrom him.
Then go to the small building with the rifle(M3,8)and take it from the hiding place.
There you must pick theFireworks Remote Detonator (M3,10).
It is located in the place shown on the above picture, next to the technical staff position.
you could immediately take the detonator if you are using a good disguise.
If not, then first you must sabotage the nearby gadget.
Don’t use the detonator yet - first go to the western hardens of the mansion.
Further part of this assassination attempt splits in two variations depending on how you intend to eliminate the targets.
Access to it is blocked with a closed gate(M3,9).
Before you use the lockpick or the crowbar, double-check there are no guards near the gate.
Enter the barge and notice the observation tower - you’re able to climb on it.
Once you reach the top, turn towards the palace.
Take the remote detonator from the inventory and start the fireworks show.
Use the sniper rifle to kill Dalia and Viktor.
Since you must aim precisely and it is easy to make a mistake, keep your progress before shooting.
Once the targets are dead, leave the tower and the barge.
First store your game since you will have to hurry with completing further steps.
It is best to climb one of the outside gutters.
Don’t do anything yet.
Wait for Dalia to stand in the place shown on picture 1, near the balustrade.
Sneak up on her from behind and press the key/button responsible for pushing her.
She will fall over the balustrade and land precisely onViktorstanding below (picture 2).
They will both die.
Leave the balcony after murdering both targets.
Use the panic to get away from the accident place.
