Approach the computers located in front of the lift and use them.

Finish them all, not excluding the turret located on the other side of the whole lobby.
Once you execute everyone on this level, get to a higher one via the stairs.
Another floor, another group of enemies, with another heavily armored leader.
Moreover, note that Phillip Clyde hides somewhere among the furniture with his sniper rifle.
