Wait for the right moment and go towards the barrier parallel to the road.

Wait for the right moment again and go towards the entrance to the Delta Camp’s storage.

In the meantime, you should probably watch out for the guards so, don’t rush too much.
In spite of that, reaching the exit should not take you long.
Wait for the guard at the exit to go left and leave this place.
Walk over towards the next building and have a go at limit the time spent outside of cover.

On your way, you should be on the lookout for a passage to the right.
Then, climb up the stairs, to the balconies.
Turn your attention to the guard that is patrolling the right side of the camp.
You only need to stand above the exit from the cam and jump down, now.

Keep making sure, on a regular basis, if the dog hasn’t come too close to Fisher.
If it did, move away to keep a safe distance.
The only thing let for you to do is climb the barrels and jump over the external camp fence.
