The task consists in delivering the items needed to construct a rocket wagon to Tolga and Fatin.
Wait until the brothers conduct their experiment and stand where the wagon was before.
The Hacking Tool can be found on a wooden table.
The exact location is shown in the screenshots above.
It is the area near the entrance to the tunnel, in the southern part of the map.
You will find it on the same table.
