By attacking convoys you get mainly Cedarwood and Bronze.
Merchants
In default, merchants don’t offer any materials for sale.
you might change that by spending 2 ability points on Buy Materials ability - the picture above.
From now on you’re free to visit them and spend Drachma on materials.
