To do that you must go back to Nora’s lands and investigate an abandoned village.
At the end of the track you find a soldier’s helmet which must be investigated.
Examine the blood on the shore.
The bow is inside the machine that you could see nearby.
Kill Snapmaw to continue the quest.
The only danger are its area of effect ice missiles that deals damage over time.
If the machine shoots in your direction, wait until the ice covers the area and leave its range.
After the fight search the machine to retrieve Lakhir’s bow.
Giving him the weapon completes the quest.
