OurGTA 5guide explains how to reach the police helicopter and use its cameras to locate the wanted person.

Additional information:This mission is not too demanding.
The final stage of the mission is the drive on the abovementioned vehicle, accompanied by a police pursuit.
Climb up the stairs to reach the rooftop and get into the helicopter (Police Maverick).
What is interesting, you will not be piloting the helicopter itself, and only controlling the on-board camera.
Spend some time learning the camera’s controls.
Panning the view and zooming in is done with both analog sticks.
Target onto the new rectangles and, after the helicopter comes near, start scanning the marked individuals.
Also this time, you will fail to find the suspect, i.e.
Again, direct the chopper into a new target group.
Start the process of following him.
This part of the mission ends when Mulligan drives into a multi-storey parking lot.
You do not need to worry about having lost the person you are tracking.
Wait for the helicopter to lower its altitude and the thermal vision camera becomes available.
Target the person shown in the screenshot straight away, in the car parked in the parking lot.
Wait until you cut toFranklin.
Otherwise, soon after the car theft, the game will initiate a two-star pursuit.
After you reach the airport, stop at the control gate and drive into the hangar on the left.
The only thing left for you to do is leave the airport, which will conclude this mission.
