At the base of the statue you’ll find a declassified mission symbol.

After going right, watch the cutscene.
Now hide behind the flowerbed and killMaulerand anotherBoomer(collect Grenade launcher ammo if he dropped it).

Left from the point leading to the next section, you’ll find the stairs.
Now turn left and go to the end of the platform.
