It is also a good idea to swim up to the waterlock instead of using catwalks.

Use the switch to lower the waterlock and walk over it to reach the balcony at the other side.
Use the second switch, and quickly return onto the lock, ao that it lifts you.
The purpose of this all is to reach the balcony shown in the above screenshot.
