It loses sense when most of your counties have a castle as a dominating structure.

Forces of mayors and doges will be at least equal with yours.

Optimal option.
You control most of armies, and the townsmen aren’t dissatisfied.
Very high
Townsmen keep at least 5% of their armies

Completely senseless option.
That’s why it’s worth to demand from bishops more army than a half.
Thanks to that we’ll have an advantage during the rebellion.
Priests keep at least 20% of their armies
