This is one of two rackets available in Barclay Mills.
The main objective is to take down enemy lieutenant Paul “Puppy” Simmons.
you’re able to weaken the racket in many ways that are described below.
Important- before you kick off weakening this racket, you should wiretap all boxes in Barclay Mills.
Maria can be found in one of the buildings in the southern part of the district.

The garbage dump is a large and well protected location.

The best solution to that problem is to move through the upper balconies.
First you will have to pass through at least one of the buildings.
The path that leads to the separated area is marked on the above picture.
Walk to the marked location and press the interaction button to plant an explosive.
The final step is leaving the garbage dump.
Luckily, you don’t have to be rush - simply go back through the same way you entered.
Once you’re away from the dump, a cutscene will start in which the explosives explode.
The hostile racket will be weakened by 10 thousand dollars.

The cleaner can be found in the place where the gangsters are pouring the illegal waste to the water.

Once you get to Puppy, as usually you could decide whether to kill or recruit him.
Important- At the end you must decide who will receive this racket - Cassandra, Burke or Vito.
Each of them will offer you a different bonus.
