Unfortunately, a character that mainly relies on V.A.T.S.Requires lots and lots points of statistics.

You will not be able to raise certain statistics while leveling up.

One of the key issues is the ability to score critical damage and the option to stack them.

Rank 1: Each hit in V.A.T.S.

now has an excellent chance of filling your Critical meter Requirements: Rank 48, Luck 9).

Awareness

Rank 1: To defeat your enemies, know their weaknesses!

Gun-fu

Rank 1: Do 25% more damage to your second V.A.T.S.

Concentrated Fire

Rank 1: In V.A.T.S every attack on the same body part gains +10% accuracy.
