How to unlock:talk toEdward Deegan.
You must find a military ghoul -Edward Deegan.
Once you get there, contact with the owner through the intercom at the door.
You will be let inside.
The questgiver -Jack Cabot- will give you the details about quest.
On his table you’re free to findZeta gun(theft) which is a rare weapon.
Now go toParsons State Insane Asylum.
At the destination, you will meet chief of security before the entrance (quest marker).
Once you get it, go back toEdward.
Quest rewards:experience,100 bottlecaps + 50if you give theserumback, another questEmogene Takes a Lover.
