Start by grabbing onto the balustrade and moving over to the balconies above.
Keep moving towards the individual marked by the game.
Stop only after you reach the place where the pipe turns right.
Let go of the balustrade and drop onto the catwalk below.
Go ahead to walk around the targeted person from the right.
Stop at the corner shown in the screenshot and wait for the high-value target to appear here.
When the moment is right, press the melee key/button to grab the enemy.
Again, stand at the entrance where you have just taken the high-value target by surprise.
Only then, walk out of the hiding, turn right and reach another manhole.
