Go back on the upper floor, near the burning helicopter.
The next switch is on the right wall(4)- use it to extinguish the flames.
After that, go through the door on the left.

Go back to themain hall.
Leon can access that room by using thegreen clubs key.
The room is in the corridor that goes around the police station’s western wing.
Put the tool into the jack located in thelibrary(second floor).
Lower one of the shelves.
Push the rest of the shelves to create a passage.
Take the large gear and go up the stairs.
You find another mechanism - replace thesmall gearwith thelarge gear.
Place thesmall gearinto the mechanism on the floor below.
This activates the bell.
Also, anorange boxwill fall down.
Inside the box, you will find the secondelectronic gadget.
pop launch the inventory, examine the box in the inspection mode, and open it.
Solve a simple puzzle to get the identifier.
Interact with the door panel and place bothelectronic partsfound in the orange boxes.
Combine the lines so that the electricity can run from both entering points to the exit point.
You do that by rotating blocks.
Place the blocks in the same way asin the picture above.
Enter the cell and take theidentifier.
Leave the prison and head to the police parking garage.
Leon will join Ada Wong.
Use theleveron the wall.
Go around the cells by going through a side corridor.
