Use the hole to get inside it, but watch out for the soldier.
Inside, there is a VSS sniper rifle waiting for you.
Get outside and move along.
There is no need to eliminate the soldier in the watchtower.
There is always another soldier ready to replace him after some time.
Calmly crawl near the tower and move along.
