Right after you climb the stairs, you will get into a safe corridor(M8,4).
At the end of the corridor, climb up to the first level.
Also on this level, there are two snipers.
Take one down at the fork and wait for the other to come to you.
It is better not to attract them by making noise, or you will also attract others.
