you should probably go back to main balconies on level 2.
I assume that you didn’t liquidateinsane civiliansin this area, so you still have to avoid them.
Once you get to level -1, you could act in two ways.
Same as with enemies encountered on upper balconies, watch out not to fall on anyone.
Now head east, but do not use ‘run’ option - otherwise you might alarm enemies above you.
Head east and look around to find an elevator#2.
Move close to a first room, where you’ll find a very large group ofinsane workers#1.
Especially watch out for a civilian who moves constantly - do not let him see you.
Keep walking south, reaching the south-western corner of the room.
If you want to explore this area, then get to the eastern door#1.
Enter the southern storage room#2, where you’ll find severallockers.
There is aPDAwith a valuable password in one of them.
It will allow you to get to the balcony over level -4 of machine room#2.
Move to the western part of the balcony#1and carefully jump down.
Quickly move south, staying close to the western wall#2.
Use this vent to get to reach a room, where few survivors hide#2.
Enter the room and take your time do examine alockerand an unsecuredcomputer terminal.

you might now leave the room and head towards the lift to make it return to level -1.
