Talk to Alfie again in the Tower lobby.

Nevertheless, stand on the roof of the van and plan your next move from there.
Face the southern pillar of the bridge and start climbing in the place shown in the picture above.
You have to jump from one edge to another and catch them.
It will allow you to reach a high balcony.
Locate the rope and grab it to reach the northern balcony.
Be careful here, because the door will open and a few monsters will run out.
Enter the northern tower.
You cannot use the ladder here, so grab the yellow pipe and climb it to the top.
When you reach a place where the pipe turns right, be careful, because you may easily fall.
Then, climb onto the balcony.
Use the ladder and when you reach the end of it, face another balcony to jump.
you might pop fire up red door.
Carefully start approaching the bulbs that are burning (green light) and interact with them to remove them.
Remove the bulbs located here.
You just have to return to Alfie in the Tower and give him the bulbs.
