Go to Sundercliff Watch (marked on your map). Enter the caves and go straight ahead before you reach the door. venture to kick off the door and say “Chimer” when asked. You’ll reach an underground town. Sneak to Sundercliff Commune. Defeat some more Drothmeri soldiers and get to Frather Drothan’s Quarters to find the local leader’s journal. You now have two markers on your map. Go to Commander’s Quarters and defeat the soldier there....

As you might have guessed, the rest of this quest is a big and tiresome scavenger hunt. you’ve got the option to find Nirnroot in all kinds of random places, usually near water. Sinderion will mix the ingredients you bring him according to their number. The reward for completing this quest isn’t really worth the trouble if you ask me....
